​[HYP International=Reporter Eunjae Sung] On August 1, the interview about the social conditions and pressure of nations was held with Mrs. Lee who lived in New Zealand and currently lives in Australia. She has been working as a teacher in those countries where any words against LGBTQ are prohibited by the Comprehensive Anti-Discrimination Law. Mrs. Lee told about New Zealand’s new evil law, the Anti-Conversion Therapy law.

Anti-Conversion Therapy Law states that “any parents, teachers, ministers, or acquaintances must not provide any type of aid, counseling, and treatment to a person who is already one of LGBTQ or is with confusion about gender identities. This law got already enforced in Australia and is going to come into force on August 15 in New Zealands. After the law gets enforced, therapy or counseling about gender identity is only available in governmentally designated institutions. Moreover, any word that is considered therapy and counseling will sentence to up to five years.

At this point the Anti-Conversion Therapy Law is becoming enforced soon with eh Comprehensive Anti-Discriminationlaw, already enforced tens of years ago, Mrs. Lee also mentioned that any word against LBTQ or revealing Christian identity cause obvious disadvantages within works. In addition, it is prevalent that speaking one’s own opinion leads to the exception of promotion and bullying. The same thing also happens in the group of students. The two laws mentioned above make a person who says something against LGBTQ culture dismiss one as an advocate of discrimination.

At the beginning of this year when the Anti-Conversion Therapy law was passed in the legislative branch, a lot of teachers and parents opposed the law. However, many citizens did not know about this situation at all. Even though both objections and a lack of knowing the truth existed, a few political power legislated the law rapidly. Currently, not just Australia and New Zealand, but the global community is legislating the same laws as if it was custom.

Responding to this, Mrs. Lee said that we, as all, need to be alert and wake up to stop these evil laws to protect our children, the next generation. We, the citizens of the Republic of Korea, should recognize and face up to the current situation, and go forward in the right direction for many citizens, including the children of the next generation.

포괄적 차금법 이후 국제 실태: 전환 치료 금지법

[HYP국제=성은재기자] 8월 1일, 동성애 반대 발언을 금지하는 포괄적 차별금지법이 통과된 나라들로, 과거에는 뉴질랜드, 현재 호주에 거주하시는 교사분으로부터 국가 내 사회적 실태에 관해 인터뷰할 수 있었다. 이 선생님으로부터 포괄적 차별금지법이 통과되고 수십 년이 지난 뉴질랜드와 호주에서는 새로운 악법인 전환 치료 금지법에 관한 이야기를 들을 수 있었다.

전환 치료 금지법은 “부모, 교사, 교역자, 지인 등이 성적으로 이미 동성애자이거나 성 정체성에 혼란이 온 대상에게 상담이나 치료할 수 없다”라고 지정해 놓은 법이다. 전환 치료 금지법은 호주에서는 이미 발효되었고 뉴질랜드에서는 8월 15일에 발효된다. 법이 발효된 이후에는 성 정체성에 관한 상담이나 치료는 국가 지정 기관에서만 가능하고 상담, 치료로 보이는 발언에는 징역 5년 이하의 실형에 처하게 된다.

수십 년 전 이미 포괄적 차금법이 통과되고, 곧 전환 치료 금지법이 발효되는 시점에서, 이 선생님은 직장 내에서 동성애 관련, 또는 기독교 색을 드러내는 발언에는 분명한 불이익이 있다고도 전하였다. 실제로 소신 발언으로 인해 승진에서 제외되고 직장 내 따돌림, 같은 이유로 학생들 사이에서도 따돌리는 상황이 만연하다고 하였다. 포괄적 차금법과 전환 치료 금지법은 공동체 내 LGBTQ 문화에 반대하는 발언을 한 개인을 차별주의자 또는 시대에 뒤떨어지는 사람으로 취급해버리게 된다.

올해 초 뉴질랜드에서 전환 치료 금지법이 통과될 당시, 사실 교사, 부모를 포함한 많은 국민이 전환 치료 금지법은 반대했다. 하지만 그만큼 많은 수의 국민이 전환 치료 금지법에 대하여 몰랐다고 한다. 반대하는 국민과 이런 동성애 옹호 법이 통과되고 있는지 인지하지 못한 채 있었던 국민들이 있었지만 많은 나라들에서 소수의 정치세력이 빠르게 법을 통과시켰다. 현재, 호주와 뉴질랜드뿐만 아니라 전 세계적으로 포괄적 차금법이 통과된 이후에 동성애 결혼 합법화와 전환 치료 금지법 도입하는 현상이 나타나고 있다.

이에 이 선생님은 한국은 이 포괄적 차금법과 이에 뒤따라올 전환 치료 금지법 같은 악법들을 꼭 막아내어 우리의 다음 세대 아이들을 지켜야 한다고 전했다. 우리 대한민국 국민은 깨어나 현재 흘러가는 상황을 인지, 직시하고 다음 세대의 아이들을 포함한 많은 국민을 위한 옳은 방향으로 나아가야 할 것으로 보인다.
